Odisha govt amends building rules to boost industrial investment and economic growth

Bhubaneswar, Feb 24: The Odisha government has introduced landmark reforms to attract industrial investment and accelerate economic growth by amending key provisions of the Odisha Town Planning and Improvement Trust (Planning and Building Standards) Rules, 2021, and the Odisha Development Authorities (Planning and Building Standards) Rules, 2020.
The Housing and Urban Development Department notified the amendments through Notification No. 467 and Notification No. 468, focusing on ease of doing business and eliminating regulatory hurdles. The reforms are expected to boost the MSME and IT/ITeS sectors, making Odisha a preferred investment destination.
The amendments align with the Economic Survey 2024-25, which emphasized the need to revise restrictive building norms. Previously, land loss per factory in Odisha was significantly higher compared to other states, affecting industrial growth.
Key changes include increased ground coverage, relaxed parking and setback norms, and enhanced Floor Area Ratio (FAR) for industries and IT establishments. Plotted and flatted factories can now utilize over 70% of land, effectively doubling factory capacity. The IT sector can expand operations with more usable space and fewer floors.
