Eight Proposals Get Cabinet Approval

Bhubaneswar: To bring transparency in recruitment exams for government jobs, the state government will bring Odisha Public Examination Act-2024. The government has decided to introduce this during the upcoming assembly session. In the cabinet meeting chaired by Chief Minister Mohan Charan Majhi on Wednesday afternoon, 8 proposals have been approved.
Chief Secretary Manoj Ahuja informed the media that 5 proposals of the Department of Fisheries and Animal Resources, one each of the Department of Public Administration and the Department of Water Resources have been approved in the cabinet meeting.
Mr. Ahuja said that the Cabinet has approved the Kukutta Upayojana under the Livestock Prosperity Scheme, expenditure of Rs. 696.21 crore for infrastructure development under the Department of Fisheries and Animal Husbandry, Gomata Yojana, Kukutta Development Upojana, Chief Minister's Fishery Welfare Scheme, Watershed Infrastructure Development Programme.
Strict action will be taken against the accused under Odisha Public Examination Act-2024 to prevent irregularities in various competitive examinations. In case of irregularity in the recruitment examination, the accused will have to pay a fine of 10 lakh rupees along with 3 to 5 years of imprisonment. The new law also provides for penalizing service providers with a fine of up to one crore rupees. Proportionate examination costs will also be charged from the service provider. In case of failure to pay the fine, the provisions of the Indian Code of Justice-2023 provide for an additional jail term. The Cabinet has approved the Odisha Public Examinations (Prevention of Unlawful Tools) Act-2024, which has provisions to prevent irregularities in recruitment tests for vacant posts in various government departments. Odisha Public Service Commission (OPSC), Odisha Staff Selection Commission (OSSC), Odisha Subordinate Staff Selection Commission (OSSSC), Seva Selection Board (Service Selection Board), Odisha Police Selection Board, Odisha Education (State Selection Board) Rules-1992, This new law has been introduced to make all the government recruitment examination process conducted by the selection committee/agencies employed or constituted by the state government including Odisha JEE and the recruitment agencies of the state government more transparent and efficient. The 'Odisha Public Examination (Prevention of Unfair Means) Act-2024' was implemented to maintain the integrity of the examination by preventing false identification in the selection examination for government jobs, premature disclosure of examination-related information, prohibition of entry of unauthorized persons into the examination hall and disruption. This bill has been introduced by the government.
The Cabinet has also approved the 'Gomata Yojana'. The scheme will provide mobile medical services, production of vaccines for various cattle diseases. Mr. Ahuja said that the government will spend about 342 crore rupees in 3 years for this.
The government will spend a total of Rs.1031.19 crore in Kukuta Development scheme . If this scheme is implemented, 3,73,928 farmers and women self help groups will be benefited. In addition, it is targeted to produce 95.58 metric tons of chicken meat and 5.5 million eggs per year. 696.21 crore rupees will be spent in 3 years for infrastructure development, construction of office building, maintenance and repair of fisheries and animal husbandry department. It is aimed to implement a total of 619 projects by the department in the next 3 years. Of these, 31 fish markets, 58 fish ports/fish landing centers and jetties, 142 fish farms, 266 office buildings and infrastructure development will be done at 112 places.
Similarly, in the next five years under the 'Mukhyamantri Matsyajivi Kalyan Yojana', 6,67,500 fishermen and 7,32,500 women self-help groups will benefit about 4 lakh fishermen. In this plan, the government will spend a total of 2239 crore rupees. These include 17 projects including digging of new ponds for fish farming, aquaculture, promotion of fish production in reservoirs, rehabilitation of fisheries cooperatives, digging of new tanks in brackish waters. Survey and research for irrigation facilities through installation of new irrigation infrastructure, Government will undertake watershed infrastructure development program with the aim of completing under construction projects within the specified time period. A total of 9652.24 crore rupees will be spent in this plan in the next 5 years. The chief secretary informed that the irrigation system will be expanded in the state along with the strengthening of 6435 hectares of irrigated areas through this plan.
