Odisha Govt tables ₹17,440-crore supplementary budget for 2025-26 with focus on welfare and infrastructure
Bhubaneswar, Nov 28: The Odisha government on Friday presented a Supplementary Budget of ₹17,440 crore for the financial year 2025-26, emphasizing farmers’ welfare, women and child development, healthcare, and major infrastructure projects.
Chief Minister Mohan Charan Majhi tabled the Supplementary Statement of Expenditure in the State Legislative Assembly. According to the Finance Department, the enhanced outlay is designed to address the needs of a welfare-oriented state by supporting crucial development initiatives, adjusting to changes in central funding patterns, and restoring advances drawn from the Odisha Contingency Fund.
The budget allocation includes ₹3,389 crore for administrative expenditure, covering debt servicing, maintenance of buildings, roads and bridges, rural water supply systems, Zilla Parishad elections, and grants to premier educational institutions. A substantial ₹13,716 crore has been earmarked for programme expenditure across priority sectors. Major beneficiaries include farmers’ welfare schemes such as paddy procurement, PDS subsidy, and the Samrudha Krushak Yojana, alongside extensive support for agriculture, fisheries, and cooperatives.
Healthcare has received significant funding for the National Health Mission, medical college upgrades, and public health interventions. Women, children, and livelihood programmes, including SUBHADRA Yojana, Mission Shakti, and NRLM, also feature prominently. Education, skill development, tribal welfare, environment and forest conservation, rural and urban development, IT connectivity, tourism, and cultural initiatives have all been given dedicated provisions.
The government noted that the Supplementary Budget fully complies with FRBM norms. Odisha continues to maintain a revenue surplus, with fiscal indicators such as fiscal deficit, debt-to-GSDP ratio, and interest payment obligations remaining well within mandated limits. The capital outlay for 2025-26 is projected to exceed 6% of GSDP, aimed at boosting economic growth and strengthening welfare delivery across the state.
