New Delhi, June 2026: In a major move aimed at improving passenger discipline and enhancing safety across the railway network, the Central Government has proposed significant revisions to penalties for several railway offences under the Jan Vishwas reform initiative. The revised fines are expected to come into force from July 1, 2026, subject to final notification.

Railway officials say the existing penalties, many of which were fixed decades ago, no longer serve as an effective deterrent. The proposed amendments seek to curb ticketless travel, unauthorized activities, nuisance, and safety violations that affect millions of passengers using Indian Railways every day.

According to officials, the revised penalty structure is designed to encourage compliance with railway rules while ensuring a safer and more comfortable travel experience. Authorities believe stricter enforcement will help reduce revenue losses, overcrowding, and incidents of misconduct on trains and railway premises.

Impact on Passengers

The reforms are expected to strengthen railway administration by discouraging rule violations and improving passenger safety. Officials argue that tougher penalties will particularly help reduce ticketless travel, unauthorized hawking, trespassing, and misuse of reserved facilities. With Indian Railways transporting more than 20 million passengers daily, authorities view the measures as a necessary step toward modernizing railway governance and ensuring a more orderly travel environment.

The Railway Ministry has advised passengers to follow all travel regulations and carry valid tickets to avoid penalties once the revised rules are implemented.
