Royal Arcade, Bhubaneswar Sets a Benchmark Under Odisha Apartment Ownership and Management Act, 2023
Bhubaneswar : The Royal Arcade Association of Allottees held its Annual General Body Meeting (AGBM) for 2025–26 on 8 February 2026 at Royal Arcade, Raghunathpur, Bhubaneswar. The meeting marks an important milestone in the structured governance of commercial complexes in Odisha.
Royal Arcade is among the first commercial complexes in the state to function under the Odisha Apartment Ownership and Management Act, 2023, a progressive legislation aimed at strengthening collective ownership, accountability, and democratic management. Demonstrating the qualities of an early adopter, the Association has established a transparent, compliant, and professionally managed governance framework.
The initiative was led by the Executive Committee elected in April 2024, headed by Mr. Ranjan Sarangi (President), along with Mr. Ashok Sahu (Vice President), Mr. Arun Patra (Secretary), Ms. Seema Kumari (Treasurer) and three executive committee members Mr. Lagnajit Dash, Ms. Lavanya Pattanayak and Mr. Sanjay Jalan, supported by Brig D. B. Pany (Security & Discipline), CA Dhananjay Mohan (Finance & Accounting), Capt. Manoj Sahu (Legal). The Committee has introduced structured administrative and financial processes focused on compliance, accountability, and inclusive decision-making.
The AGBM reviewed progress over the last year, discussed operational issues and priorities, and outlined a long-term roadmap for maintenance, governance, and sustainability of the complex. There was a strong participation of allottees, reflecting a growing culture of collective responsibility. Notably, families of owners also joined the gathering actively supporting the shared vision of the Association, highlighting a unique sense of unity within a commercial environment.
Royal Arcade’s efforts hasemerged as a reference model for future commercial developments in Odisha, demonstrating effective implementation of the 2023 Act through practical and disciplined governance.
