₹3.10 Lakh Crore Budget Proposed for 2026-27 by CM Majhi

Bhubaneswar, Feb 20: Mohan Charan Majhi on Friday presented a ₹3,10,000 crore Budget for the 2026-27 financial year, outlining an ambitious roadmap focused on capital investment, infrastructure expansion and social sector growth. Holding the Finance portfolio, the Chief Minister emphasized fiscal discipline while significantly enhancing programme expenditure across sectors.

As per the Budget at a Glance document, total receipts and expenditure under the Consolidated Fund are pegged at ₹3.10 lakh crore. Revenue receipts are estimated at ₹2,48,500 crore and capital receipts at ₹48,500 crore. The State expects a healthy revenue surplus of ₹33,000 crore, though the fiscal deficit is projected at ₹38,800 crore and the primary deficit at ₹30,600 crore.

Own tax revenue is projected at ₹70,000 crore, led by State GST at ₹29,500 crore, followed by sales tax (₹16,000 crore) and state excise (₹10,900 crore). Non-tax revenue stands at ₹71,000 crore, with mining royalty contributing ₹53,000 crore. Odisha’s share in central taxes is estimated at ₹67,460.46 crore and grants-in-aid at ₹40,039.54 crore.

Revenue expenditure is estimated at ₹2,15,500 crore and capital expenditure at ₹94,500 crore, including ₹72,100 crore for capital sector outlay excluding loan repayments. Programme expenditure has been raised to ₹1,80,000 crore, accounting for 58.06% of total spending.

Social Services receive the largest allocation at ₹1,25,583.39 crore (40.51%), followed by Economic Services at ₹1,02,454.60 crore and General Services at ₹78,996.91 crore. The Budget also earmarks ₹5,375 crore for Disaster Risk Management and ₹10,625 crore for transfers to local bodies, including Finance Commission grants.
