Major Redevelopment Planned For Bhubaneswar’s Historic Khandagiri-Udayagiri Hills

Bhubaneswar : The Odisha government is preparing an ambitious plan to transform Bhubaneswar’s historic Khandagiri and Udayagiri caves into a major international tourism destination. The large-scale redevelopment proposal, estimated to cost around ₹100 crore, aims to enhance the heritage site with modern tourist facilities while preserving its ancient historical significance.

The twin hills of Khandagiri and Udayagiri are among Odisha’s most iconic archaeological landmarks and hold immense cultural and historical value. These ancient rock-cut caves, believed to date back to the 2nd century BCE, are closely associated with Emperor Kharavela, the celebrated ruler of ancient Kalinga. The caves were once used as meditation and residential spaces by Jain monks during his reign.

According to reports, the proposed tourism overhaul has received strong support from the Departmentally Related Standing Committee during discussions on the state’s tourism budget for the 2026-27 financial year. The committee has recommended that the Odisha Tourism Department develop the site as one of the state’s premier heritage tourism destinations. Officials believe the project can significantly boost tourist footfall and showcase Odisha’s rich cultural legacy on a larger platform.

One of the key attractions proposed under the project is the installation of a grand statue of Emperor Kharavela. The towering statue is expected to become a major landmark and symbol of Odisha’s glorious Kalinga history. Authorities believe the monument will attract visitors from across the country and help educate tourists about the historical importance of the ancient ruler and the caves.

The redevelopment plan includes several infrastructure improvements designed to provide a better experience for visitors. Authorities are planning to develop modern pathways, landscaped gardens, improved lighting systems, interpretation centres, food courts, parking facilities, and designated visitor zones. There are also discussions about creating amphitheatres and recreational spaces to promote cultural activities and tourism events in the area.

Another important aspect of the proposal is the beautification and integration of the two hills into a single tourism zone. Officials are reportedly considering closing the road that currently separates Khandagiri and Udayagiri to improve connectivity between the sites and create a seamless experience for tourists.

The government is also focusing on making the heritage site more accessible for senior citizens and differently-abled visitors. Plans include ramps, lift facilities, and improved walking tracks to ensure easier movement across the hilly terrain. Decorative lighting, musical fountains, green plantations, and dedicated walking parks are also expected to be included in the project.

At the same time, authorities have emphasized that conservation of the ancient caves will remain a top priority. Since the caves are protected monuments, the redevelopment work is expected to be carried out under the supervision and approval of the Archaeological Survey of India (ASI). The aim is to preserve the architectural and historical integrity of the site while introducing modern tourism infrastructure.

The Khandagiri and Udayagiri caves continue to attract thousands of tourists, pilgrims, and history enthusiasts every year. With the proposed mega makeover, the Odisha government hopes to elevate the site into a world-class heritage tourism destination and strengthen Bhubaneswar’s identity as a city rich in history, culture, and ancient architecture.
