Gap between budget estimates and central fund receipts: CM tables data in Assembly
Bhubaneswar, Feb 23: Mohan Charan Majhi on Monday informed the Odisha Legislative Assembly about the budget estimates and actual receipts under various heads from the Centre between 2021–22 and 2025–26.
Responding to a query by MLA Ramesh Chandra Behera, the Chief Minister said that under Centrally Sponsored Schemes (CSS), the state had a budget estimate of ₹21,808.96 crore in 2021–22 and received ₹11,819.86 crore. In 2022–23, against an estimate of ₹20,399.49 crore, Odisha received ₹11,741.21 crore. For 2023–24, ₹15,685.09 crore was received against an estimate of ₹20,663.32 crore. In 2024–25, ₹11,384.60 crore was received against ₹25,564.39 crore. As of December 2025, ₹6,005.92 crore has been received against the 2025–26 estimate of ₹29,101.44 crore.
Under Finance Commission Grants, receipts ranged from ₹4,556.77 crore in 2021–22 to ₹3,373.61 crore (till December) in 2025–26. Transfers from the Centre showed comparatively lower releases against estimates during the same period.
The data highlights variations between projected allocations and actual fund flows to Odisha across key financial heads.
