Odisha Government introduces new SOP for uniform registration of part plots
Bhubaneswar, Oct 14: The Revenue and Disaster Management Department of Odisha has rolled out a new Standard Operating Procedure (SOP) to streamline and standardize the registration of part plots across the state. The fresh guidelines aim to ensure uniformity, transparency, and public convenience, replacing all previous instructions issued on the matter.
Revenue and Disaster Management Minister Suresh Kumar Pujari introduced the SOP after observing that many Registering Officers lacked adequate knowledge of the legal provisions and procedures related to part plot registration. The new framework provides clarity under the Registration Act, 1908, and the Odisha Registration (Amendment) Act, 2013.
According to the SOP, Registering Officers must accept non-testamentary deeds that describe the property with adequate details—such as maps and boundaries—allowing proper identification. However, under Section 22-A(1)(c) of the 2013 Amendment Act, registration must be refused if the transfer is prohibited by any State or Central law.
In rural areas, part plot registration is permitted without preconditions, except for Jalasaya Kissam plots, which can only be transferred as full plots. For agricultural plots, sub-division is allowed if the land continues to be used for agricultural purposes, supported by a self-declaration in Form D.
