Odisha Govt orders biometric attendance in Panchayat offices to boost transparency

Bhubaneswar, Sept 6: In a major step towards strengthening transparency and accountability in rural governance, the Odisha government has directed the installation of Biometric Attendance Systems (BAS) in all Gram Panchayat, Panchayat Samiti, and Zilla Parishad offices across the state.
The directive, issued by Surya Narayan Dash, Additional Secretary of the Panchayati Raj & Drinking Water Department, aims to instill punctuality and discipline among government employees engaged in grassroots administration.
According to the official notification, District Collectors have been instructed to ensure immediate implementation of the BAS in their respective jurisdictions. The government has emphasized that punctuality and regular attendance are critical for efficient service delivery and enhancing public trust in governance.
The BAS is expected to curb absenteeism, reduce manipulation of attendance records, and promote a results-oriented work culture. The system, which uses real-time data for monitoring, has already shown encouraging results in other government departments.
District Collectors have been advised to coordinate with concerned departments to ensure adequate infrastructure and logistics for the smooth rollout of the system across rural Odisha.
