Odisha Govt mandates biometric attendance to ensure timely reporting by employees

Bhubaneswar, June 12: In a bid to enhance discipline and punctuality among government employees, the Odisha government has directed all departments to install and strictly implement biometric attendance systems. The General Administration and Public Grievance Department has issued a notification outlining several measures to ensure timely attendance in government offices.
As per the directive, all departments must install biometric devices, if not already done, and ensure their functionality. These devices should be integrated with the Biometric Attendance System Portal developed by NIC. Designated officers must monitor and analyse attendance data every fortnight.
Employees are required to record both 'Office In' and 'Office Out' times. Failure to log the 'Office Out' time may be considered as a full day's absence. A delay of up to 30 minutes on a maximum of three days in a month may be condoned. Beyond that, one day’s Casual Leave will be deducted for every three additional late arrivals.
However, exemptions have been made for staff working in the Secretariat of the Governor, Chief Minister, and Ministers. Employees working extended hours or on public holidays may also be exempted from penalties with proper approval.
These measures aim to instill greater accountability and punctuality in government service.
