Odisha Traffic ASIs prohibited from fine collection, e-challan issuance

Bhubaneswar, Nov 22: The State Transport Authority (STA) on Tuesday withdrew the authorization previously granted to Assistant Sub-Inspectors (ASI) in traffic to collect fines and issue E-challans under the Motor Vehicles Act.
The directive explicitly declares that traffic ASIs no longer have the authority to collect fines, issue e-challans, or penalize traffic violators. This decision stems from multiple allegations of traffic police personnel illicitly collecting fines from motorcyclists.
In a communication directed to all regional and Additional Regional Transport Officers in Rairangpur, Barbil, and Khurda, the STA formally revoked its earlier order that had empowered traffic police to impose fines.
It is worth noting that on September 13, the STA had initially issued directives permitting traffic ASIs to impose fines and issue e-challans for violations of traffic rules.
