W20 India Expresses Strong Disappointment Over Delay in Implementation of the Women’s Reservation Law (Nari Shakti Vandan Adhiniyam)

W20 India Expresses Strong Disappointment Over Delay in Implementation of the Women’s Reservation Law (Nari Shakti Vandan Adhiniyam)

New Delhi : Women 20 (W20) India expresses deep disappointment over the delay in the implementation of the Women’s Reservation and Delimitation framework, enacted as the Nari Shakti Vandan Adhiniyam. While the landmark legislation was passed by the Indian Parliament in 2023, its operationalization remains pending, representing a missed opportunity to advance women’s political representation and translate longstanding commitments into concrete outcomes.

As an official engagement group of the G20, W20 India has consistently championed women-led development and inclusive decision-making. During India’s G20 Presidency in 2023, the G20 New Delhi Leaders’ Declaration reaffirmed the importance of gender equality and the full, equal, and meaningful participation of women at all levels of leadership. The delay in implementing this landmark legislation stands in contrast to those commitments.

A Gap Between Commitment and Action

India has been a leading voice in advocating for women’s leadership globally, including through W20 platforms. However, the delay in operationalizing the Nari Shakti Vandan Adhiniyam highlights a gap between international advocacy and domestic progress. W20 India underscores that credibility in global leadership is strengthened when national actions reflect stated priorities.

The legislation is a critical step toward advancing targets under United Nations Sustainable Development Goal 5, particularly ensuring women’s full participation and equal opportunities for leadership. Continued delays slow progress toward these shared global objectives.


Women’s equitable representation in legislative bodies is not only a matter of fairness but a cornerstone of inclusive governance and sustainable development. The absence of timely implementation risks slowing momentum toward a more representative and resilient democratic framework.

In a recent meeting, all delegates of W20 India-Dr. Sandhya Purecha, Dr. Jyoti Kiran Shukla, Ms. Bharati Ghosh, Dr. Shamika Ravi, Ms. Bansuri Swaraj, and Ms. Dharitri Patnaik-called upon all stakeholders to renew dialogue and efforts to ensure timely implementation of the Nari Shakti Vandan Adhiniyam and to advance mechanisms that guarantee meaningful representation of women in Parliament and state assemblies. Constructive consensus-building and political will are essential to advancing this critical agenda.

W20 India reiterates that commitments to gender equality must be backed by decisive action. The delay in realizing the promise of the Nari Shakti Vandan Adhiniyam should serve as a moment for reflection and renewed determination to uphold the principles of equality, inclusion, and women-led development.

W20 India will organize countrywide awareness initiatives, discussion forums, and conclaves on women’s political and economic participation shortly.
