STA directs strict enforcement of licence, fitness and RC cancellation rules
Bhubaneswar, Dec 16: The Transport Commissioner-cum-Chairman of the State Transport Authority (STA) has issued a detailed circular directing strict enforcement of statutory provisions related to the suspension and cancellation of driving licences, fitness certificates and registration certificates under the Motor Vehicles Act, 1988 and the Central Motor Vehicles Rules, 1989.
In the circular, the STA has clearly outlined the procedures to be followed while cancelling driving licences, fitness certificates and registration certificates to ensure transparency and uniformity across the state. Authorities have been instructed to clearly record the reasons for cancelling a driving licence and maintain proper documentation. The licence holder must be informed of the action taken, and the details should be promptly updated on the SARATHI and VAHAN portals.
The directive further states that vehicles without a valid fitness certificate are not eligible for registration. Motor Vehicle Inspectors (MVIs) have been empowered to immediately cancel the fitness certificate if a vehicle is found to be unfit or severely damaged, especially in accident cases. “If a transport vehicle is found plying in an unfit condition, the MVI shall cancel the Fitness Certificate immediately,” the circular noted.
Additionally, the STA has instructed that the registration certificate of a vehicle must be cancelled if it is completely damaged, rendered unfit for use or poses a danger to public safety. The guidelines aim to strengthen road safety and ensure strict compliance with traffic laws across the state.
