BDA’s 150th Authority Meeting paves way for expansion and infrastructure growth

Bhubaneswar, April 3: The 150th Authority Meeting of the Bhubaneswar Development Authority (BDA) was held today under the chairmanship of Dr. Krushna Chandra Mahapatra, Hon’ble Minister for Housing & Urban Development and Public Enterprises and BDA Chairman.
The Authority meeting was also attended by Babu Singh, Hon’ble MLA, Ekamra, Smt Sulochana Das, Mayor, Bhubaneswar Municipal Corporation, Ananta Behera, Chairman, Jatni Municipality, Smt Kanak Laxmi Mohanty, Chairman, Khrodha Municipality, Smt Usha Padhi, Principal Secretary to Govt, H&UD Department, Dr. N. Thirumala Naik, Vice Chairman BDA, Manas Ranjan Padhi, Secretary BDA and other senior officials of BDA.
During the meeting, the budget estimate for the financial year 2025-26 and the revised estimate for 2024-25 were presented. The Authority approved an estimated budget of ₹1,536.08 crore for the financial year 2025-26.
In a significant move toward urban expansion, BDA approved the inclusion of 143 new revenue villages within its jurisdiction. Currently, BDA oversees four Urban Local Bodies: Bhubaneswar Municipal Corporation (BMC), the municipalities of Khordha and Jatni, and the Pipili Notified Area Council (NAC), along with nearby Gram Panchayat areas. Officials emphasized that this expansion aims to promote systematic urban growth, enhance infrastructure, and address the challenges of rapid urbanization.
Since its establishment in 1983 with just 116 revenue villages, BDA has expanded multiple times, notably in 2002, 2003, and 2011. This latest expansion aligns with the city’s strategic urban planning efforts and major infrastructure projects aimed at improving regional connectivity.
With the addition of these new villages, the total number under BDA’s jurisdiction will rise from 569 to 712. Following the Authority’s approval, the proposal will now be forwarded to the State Government for consideration under Section 3 of the ODA Act, 1982.
Additionally, the Authority approved a proposal for land monetization to generate revenue for BDA. Several land patches have been identified for auction to support this initiative. The BDA has decided to launch housing projects at Chandrasekharpur, Jagasara and Sanapalla in Khordha. Besides, it will develop commercial space at Patia.
The BDA has also decided to The Authority has also approved the development of Bhubaneswar Town Centre (BTC) at Master Canteen and BDA City Centre, popularly known as Nicco Park.
The BDA has also decided to develop 24 CDP roads across the city, a proposal that was presented during the Authority meeting. These roads include the approach road to New Bhubaneswar Railway Station from Jaydev Vihar to Nandankanan Road in Raghunathpur, the road connecting Nuagaon-Kateni Road to the road passing through TP Scheme No. 08 and land identified for the New City, as well as the Chandaka-Khandagiri Road to Pitapalli-Baranga Road, which also passes through TP Scheme No. 08 and the designated area for the New City.
