CM Naveen Patnaik Approves the Master Plan for ‘OUTR’ Makeover
The Odisha University of Technical Education and Research (OUTR), a leading institution in the field of technical education in Odisha, will undergo a reshuffle. It was formerly known as the College of Engineering and Technology, or CET. The institution will be transformed through the development of human resources, starting from the infrastructure. It will cost Rs 1,500 crore in three phases in three years. In the first year alone, Rs 1,000 crore will be invested. It can be developed as well-known technical institutions such as IIM, IIT and NIT. Chief Minister Shri Naveen Patnaik today approved the master plan on the development of OUTR.
With 4600 students currently studying at OUTR, it will be developed within the IIT framework so that 10,000 students will be able to study in the next five years.
Today, Chief Minister Shri Patnaik reviewed the infrastructure, management and teaching of OUTR. The Chief Minister also suggested that the university be made a leading institution in the field of technical education and research. The Chief Minister also emphasized on the quality of education and research.
With the emphasis on high quality teaching, new courses will be opened for new age technology and more Centers of Excellence will be set up to promote human resource development and inter-departmental research programs. In addition, teaching and research will be carried out in partnership with universities in the country and abroad. Incubation Centers will also be developed in collaboration with various leading industrialists to encourage Startup culture among entrepreneurs and develop entrepreneurial spirit among them. Special attention will be paid to how new patents and intellectual property rights can be obtained with research within universities.
It is to be informed that recently the Secretary to the Chief Minister (5-t) Shri V.K. Pandian visited OUTR (CET) to discuss the development of the institution with faculty and students.
The university was established in 1981 under the name of College of Engineering & Technology or CET under the Odisha University of Agriculture and Technology. In 2001, it was relocated to its 100-acre campus in Ghatikia, Bhubaneswar. It is the only institution in Odisha that has achieved NAAC A Grade status. It was recognized as a university in 2021 and was renamed the Odisha University of Technical Education and Research.
Mr. Hemant Sharma, Principal Secretary, Department of Skills Development and Technical Education, gave a presentation on the transformation of OUTR.
Chief Minister's Secretary (5th) Mr. V.K. Pandian coordinated the program.
During the meeting, Dr. Ramesh Patra, OSD of OUTR, said that he would make a sincere effort to meet the government's goals. The students who attended the event thanked the government for its efforts and said that it would take care to increase the prestige of the university.
The meeting was attended by, among others, Chief Secretary Shri Suresh Chandra Mohapatra, Development Commissioner Shri P.K. Mr. Vishal Deb, Principal Secretary, Finance, and other senior officials were present.
