EOW arrests real estate MD for multi-crore fraud in Odisha

Bhubaneswar, Feb 1: The Economic Offences Wing (EOW) in Bhubaneswar arrested Deepak Kumar Chhotray of Delanga, Puri district, in connection with a case under Sections 420/467/468/471/120-B IPC r/w Section 6 of the OPID Act, 2011.
The arrest stems from allegations by Anil Kumar Panda and 34 others who claim they were deceived by the Managing Director of M/s GLF Infratech Pvt Ltd. The MD promised them plots in residential projects at Patrapada in Bhubaneswar.
Chhotray, collecting Rs 12 lakhs from each of the 35 buyers between 2016 and 2019, assured them flats at Mouza-Gadakana when land arrangements at Patrapada fell through. However, neither plots/flats were provided nor were the investments returned.
Investigations found that Chhotray, without land, falsely assured buyers in 2016, later convincing them to settle for the Gadakana project. Despite collecting substantial amounts in 2019, no properties were provided. The company and Chhotray have reportedly defrauded buyers of over Rs 4 crore, using false documents.
The accused was to be presented before the Designated Court under OPID in Cuttack. Incriminating documents, including receipts and agreements, were seized. The buyers, left empty-handed, continue to pursue legal recourse, as the real estate company has yet to acquire land for construction.
