OSPCB issues strict Diwali firecracker guidelines; only QR-coded green crackers allowed
Bhubaneswar, Oct 31: The Odisha State Pollution Control Board (OSPCB) has issued a detailed advisory ahead of Diwali, imposing strict restrictions on the sale, storage and bursting of firecrackers to control air and noise pollution and ensure public safety.
As per the guidelines, only environmentally friendly green crackers approved by CSIR-NEERI and carrying the mandatory logo and QR code will be permitted for sale and use. Manufacturing, storage and sale of other firecrackers, including those containing Barium and other prohibited chemicals, have been banned.
The board has restricted firecracker bursting to between 7 pm and 9 pm. The permissible noise level must not exceed 125 dB(AI) at a distance of four metres. Bursting crackers in designated Silence Zones within a 100-metre radius of hospitals, educational institutions, courts and religious places is prohibited.
The advisory also bans online sales through e-commerce platforms. Sellers must obtain valid licences under PESO guidelines and comply with prescribed safety standards.
People have been advised against bursting crackers near residential colonies, slums, thatched houses and fire-prone areas. Children below 10 years should not burst crackers without adult supervision.
The board has urged citizens to celebrate an eco-friendly Diwali using diyas and lights, maintain safe distances and keep water or sand nearby for emergencies. Violations may invite penal action under applicable laws. Complaints can be lodged with the district administration or police.
