Police summon former IAS officers in probe into missing CMO inquiry reports

Bhubaneswar, July 23: The Capital Police under the Bhubaneswar-Cuttack Commissionerate has issued notices to former IAS officers Upendra Nath Behera and Rajesh Verma as part of its ongoing investigation into the alleged disappearance of two sensitive inquiry reports from the Odisha Chief Minister's Office (CMO).

According to official notices, Rajesh Verma, who is currently serving as the Chairperson of the Commission for Air Quality Management (CAQM) in New Delhi, has been directed to appear before the Investigating Officer at the office of the Assistant Commissioner of Police (ACP), Zone-I, Bhubaneswar, by July 30, 2026.

Police have asked him to cooperate fully with the investigation and produce any documents, electronic devices, records or other materials that may be relevant to the case. Officials said this is the second notice issued to Verma in connection with the investigation.

Former IAS officer Upendra Nath Behera has also been asked to appear before the ACP, Zone-I, at 11 am on July 26 for questioning. The investigation is being carried out in connection with Capital Police Station Case No. 460, registered on June 10, 2026, under relevant provisions of the Bharatiya Nyaya Sanhita (BNS).

The case pertains to the alleged disappearance of two crucial inquiry reports from the records of the Chief Minister's Office. These include the Justice A.S. Naidu Commission report on the 2008 Kandhamal riots and the Revenue Divisional Commissioner (RDC) inquiry report into the 2016 SUM Hospital fire tragedy.

Police are examining the circumstances under which the reports allegedly went missing and are questioning officials associated with the records as part of the ongoing investigation.
