Odisha Government warns officers defying transfer orders; salary to be withheld from July 21

Bhubaneswar, July 20: The Odisha Finance Department has issued a strong warning to government officers who have failed to comply with official transfer orders, announcing stringent action, including withholding salaries and initiating disciplinary proceedings against defaulters.

In a notification issued on July 16, 2026, the department directed all transferred officers to report to their new places of posting by July 20, 2026. It stated that any officer who fails to join the transferred post within the stipulated deadline will not be allowed to draw salary from July 21, 2026, until they assume charge at their new workplace.

The directive follows a mass transfer order issued on April 16, 2026, under which 90 Odisha Finance Service (OFS) officers were transferred to different locations. Despite the passage of nearly three months, several officers have reportedly not vacated their previous posts or joined their new assignments.

The Finance Department noted that repeated instructions to implement the transfer orders had been ignored by some officials. It warned that continued non-compliance would invite disciplinary action in addition to the suspension of salary.

According to the notification, even officers who have already been formally relieved from their previous posts but fail to join their new place of posting by the deadline will not receive salary for the period beginning July 21 until they report for duty.

The move is being viewed as a firm step by the state government to strengthen administrative discipline, ensure timely implementation of transfer policies and improve the efficiency of government functioning. The order has been circulated to all concerned departments, including the Office of the Accountant General and district-level authorities, for strict compliance.
