Odisha revises Naxal surrender policy to boost anti-Maoist drive
Bhubaneswar, Feb 11: In a significant move to intensify anti-Maoist operations and promote surrenders, the Odisha government has revised its Naxal Surrender and Rehabilitation Policy, introducing higher financial incentives and expanded eligibility norms. The Home Department has issued a formal notification outlining the updated provisions.
Under the revised framework, Maoists from across India — including central and inter-state cadres — can now surrender in Odisha and avail rehabilitation benefits. The policy also ensures that rehabilitation support is processed within 60 days of surrender, aiming for faster reintegration into mainstream society.
The financial assistance has been substantially enhanced. Central Committee or Politburo members will be eligible for aid up to Rs 1.1 crore, while State Committee members can receive Rs 55 lakh and Regional Committee members Rs 33 lakh.
Additional incentives are offered for surrendering weapons. Compensation includes Rs 4.95 lakh for an LMG, Rs 3.30 lakh for an AK-47, Rs 1.65 lakh for INSAS or SLR rifles, Rs 550 per grenade, and Rs 55 per bullet. Those surrendering without arms will get Rs 25,000 extra. Maoists carrying bounties above Rs 5 lakh will also receive a Rs 10 lakh fixed deposit.
