Odisha Govt issues show-cause notices to ADMs in six districts over crop insurance data
Bhubaneswar, Oct 27: The Odisha government’s Cooperation Department has issued show-cause notices to Additional District Magistrates (ADMs) of six districts for failing to upload Crop Cutting Experiment (CCE) data online, putting farmers’ crop insurance compensation under the Pradhan Mantri Fasal Bima Yojana (PMFBY) at risk.
The notice, dated October 27, was issued by Cooperation Department Commissioner-cum-Secretary Rajesh Prabhakar Patil to the ADMs of Bhadrak, Sundargarh, Balasore, Dhenkanal, Angul and Gajapati, who serve as nodal officers for PMFBY.
The Government of India made it mandatory from the Kharif 2025 season to capture CCE data through the CCE-Agri App for yield calculation and crop-loss assessment. Offline data was permitted only as a one-time exception for that season, following an undertaking from the state government. The concerned ADMs had assured that all subsequent experiments would be conducted online.
However, numerous CCEs during the Rabi 2025-26 season were reportedly conducted offline. The Centre has refused permission to upload these records to the National Crop Insurance Portal (NCIP), potentially affecting eligible farmers’ claims.
Meanwhile, Boudh, Deogarh, Nuapada and Nayagarh reportedly achieved more than 100% online CCE coverage.
The six ADMs have been directed to submit written explanations within seven days of receiving the notice. Failure to respond may invite further action, including recommendations for departmental proceedings over potential losses to farmers.
